The right contract model depends on who will control materials, coordination and site decisions.

The difference is responsibility. In a turnkey arrangement, the contractor typically manages both material and labour within an agreed scope. In a labour contract, the client or client team usually procures materials while the contractor provides labour and execution.

Turnkey: fewer coordination points for the client

Turnkey can suit owners who want one accountable execution party. The contract should still define drawings, BOQ, brands, allowances, exclusions, payment milestones and variation rules. Without that detail, the word turnkey can hide major scope gaps.

Labour contract: more control, more management

A labour-only model can give the client direct control over material brands and buying, but it shifts procurement, storage, wastage, delivery planning and supplier coordination to the client. Delayed material can stop labour productivity, while excess ordering can create waste.

Compare total management effort, not only rate

Quality control is required in both models

Neither model guarantees quality by itself. Approved drawings, inspection checkpoints, material records, waterproofing tests, concealed-service photographs and snag closure are required regardless of commercial structure.

Payment structure should match measurable work

Turnkey payments should connect to completed milestones and verified scope. Labour-contract payments may follow measurable quantities or stages. Avoid ambiguous advances that cannot be reconciled against completed work.

Which model is better?

Turnkey is often stronger for clients who value coordination and single-point accountability. Labour contracts can work well for technically involved owners with procurement capability and time to manage the site. The best choice is the model your team can actually control.
